Attended by over 250 Delegates, the 58th Ordinary ISU Congress opened on June 6, 2022 with a welcome message by the ISU President Mr. Jan Dijkema and a minute’s silence was held in memory of great friends of the ISU and the Skating family who are no longer with us.

The Ukrainian Figure Skating Federation presented three motions concerning the possible exclusion of Delegates and/or Office Holders from Russia and Belarus from the 58th ISU Congress, the elections during the Congress and other activities. A number of ISU Members took the floor to make statements, discuss the motions and express their solidarity toward the people of Ukraine. The ISU Council also reaffirmed its solidarity with all those affected by the conflict in Ukraine and reiterated its condemnation of the Russian invasion of Ukraine in the strongest possible terms.

The three motions were voted separately via a secret ballot as requested by the ISU Members. Because the motion related to the rights of ISU Members a two-thirds majority was required for the motion to be accepted. The three motions did not reach the required majority and were rejected by Congress.

To include the Urgent Proposals* in the agenda of the 58th ISU Congress 2022, a 4/5 majority was required and obtained. Consequently the four Proposals are included in the official agenda.

Reports by the ISU President, ISU Coordinator of the Development Commission, Treasurer, Director General and Legal Advisors were presented.

The World Ice Skating Day project was unveiled during the ISU Congress, a new annual event scheduled to take place on the first Sunday of December. The first edition will be on December 4, 2022.

Workshops for the Figure Skating and Speed Skating Branches started in the afternoon where each Technical Committee Chair explained the proposed Technical Rules of their respective discipline, followed by a discussion with the Delegates. The Technical Rules will be voted on during the Figure Skating and Speed Skating split sessions later in the week.

The ISU Congress voted in favor of the ISU Council Proposal 22 to gradually increase the age limit for Senior Skaters from 15 to 17 years for the sake of protecting the physical and mental health, and emotional well-being of the Skaters. There will be no change for the season 2022/23. An increase to 16 years for the season 2023/24 and an increase to 17 years for the season 2024/25 and subsequent seasons will then be implemented.

The 58th Ordinary ISU Congress continued on June 7, 2022 with a report from the ISU Disciplinary Commission and with the full Congress session where over 250 Delegates voted on a number of Proposals regarding the ISU Constitution and General Regulations. These were discussed and voted on during the full Congress session and needed a two-thirds majority to be accepted.

Proposals 2, 3, 4, 5, 6, 9, 10 (with amendments) and Urgent Matter 1, were all accepted. Proposals 11, 13, 15, 19, 20 (with amendment), 21, 29 (with a clarification), 32-34, 37 and 40 were also accepted.

Proposal 7 was withdrawn by the Figure Skating Federation of Russia, Proposal 8 was withdrawn by Skate Canada in favor of Urgent Matter 1, Finland withdrew their Proposal 12 and Norway withdrew Proposal 23 in favor of the ISU Council Proposal 22 (age limit). Other Proposals which were withdrawn by the respective ISU Members were 24, 26 and 30.

Proposal 1 was voted via secret ballot and was rejected by the Congress. Urgent Matter 2 was also voted by secret ballot and although it was rejected, ISU Communication 2469 remains valid until further notice. Proposals 14, 25, 27, 35, 39 did not obtain the required two-thirds majority and therefore were rejected.

Finally Proposals 16, 17, 18, 31, 36 and 38 have been deferred to the Figure Skating and Speed Skating Branch Sessions to be further debated, before being submitted to a vote during the next plenary session on June 10.

The 58th Ordinary ISU Congress continued on June 8, 2022 with the split Sessions for the Figure Skating and Speed Skating Branches. During the sessions, Delegates can only vote on the Special Rules and Technical Regulations, with a two-thirds majority required.

Special Regulations Speed Skating

The Speed Skating Branch Session voted on all the Special Regulations Speed Skating. All Proposals from 41-51 were accepted (41 and 49 with amendments) with the exception of 46 and 51 which were withdrawn.

Special Regulations Short Track Speed Skating

During the Speed Skating Branch session, all the Special Regulations Short Track Speed Skating were also discussed and voted on. The following Proposals were accepted 59, 61, 62, 73 and 102. Proposal 60 was withdrawn, while 63 was rejected.

Special Regulations Single & Pair Skating, Ice Dance and Synchronized Skating

During the Figure Skating Branch Session, Delegates debated the Special Regulations Single & Pair Skating, Ice Dance and Synchronized Skating Proposals.

The following were accepted: 155, 156, 161, 160, 162, 165. Proposals 166, 178-181 were voted as a package plus a recommendation will be given to the full Congress to accept Proposal 31 on June 10. Proposals 168 and 172 were also voted as a package along with Proposals 169, 171, 173, 175, 177, 182, 183. Finally, 170 was accepted with amendments.

Three Proposals were rejected (157, 159 and 167), while Proposal 154 was withdrawn in favor of a resolution to test the concept of a split Judging panel over the next 2 years and, depending on the results of the test, a new Proposal will be submitted to the Congress in 2024.

Proposals 153 and 164 were withdrawn and 163 was also withdrawn in favor of another resolution.

The 58th Ordinary ISU Congress continued on June 9, 2022 with the split Sessions for the Figure Skating and Speed Skating Branches.



Technical Rules Speed Skating

The Speed Skating Branch voted to exclude Proposal 53 from the package of proposals, while the rest of the Proposals 52 to 58 (with amendments to 54 and 56) were accepted.

Special Regulations and Technical Rules Short Track Speed Skating

The Speed Skating Branch also voted on the remaining Special Regulations for Short Track Speed Skating and was in favor of Proposals 64 to 68, 71, 72, 74, 75, 77 to 80, 83 to 86, 88, 89 90, 92, 93, 94, 96 to 113 (with 102 already passed on June 8), 115 to 120 (with an amendment to 118). A number of Proposals were withdrawn by the respective ISU Member or the Short Track Speed Skating Technical Committee, including 69, 70, 76, 81, 82, 87, 91, 95, and 114.

The Technical Rules 121 to 152 (with amendments to 127, 152) were accepted as a package, however Proposal 144 was withdrawn.

Special Regulations and Technical Rules Single & Pair Skating, Ice Dance and Synchronized Skating

During the Figure Skating Branch Session, Delegates debated the Special Regulations Single & Pair Skating, Ice Dance and Synchronized Skating Proposals and voted on the Technical Rules, which were presented in four packages: General Technical Rules, Single and Pair Skating Technical Rules, Ice Dance Technical Rules and Synchronized Skating Technical Rules.

The Delegates accepted Urgent Proposals 3 and 4, and Proposals 174, 184 to 198, 222 to 225 as well as 158. Proposal 192 was rejected and 176 withdrawn.

Proposal 163 was withdrawn yesterday in favor of a resolution. The Delegation from Hungary presented the resolution. The Congress accepted to mandate the ISU Council to form a Working Group with the purpose of evaluating possible modifications and amendments to Rule 400 (Olympic Winter Games Qualification System for Figure Skating disciplines) and related provisions in the ISU Statutes, and ultimately prepare a Proposal for the 2024 Congress.

Technical Rules were discussed during the workshops that took place on June 6 and were voted in packages today. As part of the General Technical rules, Proposals 199 to 207 were approved with amendments to 201. The Single & Pair Skating (208-214), Ice Dance (215-221) and Synchronized Skating Technical Rules (226-249) were all approved.

On the last and decisive day of the 58th ISU Congress, the assembly elected with a total of 77 votes Mr. Jae Youl Kim (KOR), who becomes the 12th President and the first from outside Europe to take the helm of the International Skating Union. He succeeds Mr. Jan Dijkema (NED), who has been leading the federation over the past six years.

On June 10, in front of the Delegates of the ISU Congress, Mr. Jae Youl Kim from Korea presented his Manifesto for the position of ISU President and obtained the largest election score of 77 votes – well beyond the required majority of 60 votes. The three other candidates running for the position were: Ms. Patricia St. Peter from the USA (24 votes), Ms. Susanna Rahkamo from Finland (13 votes) and Mr. Slobodan Delic from Serbia (5 votes).

Mr. Kim starts his four-year mandate with the mission “Together, we can go further” and five priority areas of focus: Growth, Opportunity, Innovation, Safeguarding and Unity. His vision and program bring together these objectives into a clear goal: growing all ice skating sports with a forward-looking approach by reaching new fans, markets and young generations while safeguarding athletes and unity among ISU Members.

To support the new ISU President in the accomplishment of this strategic plan, the ISU Congress voted for the other key ISU Office Holders roles (full list of candidates https://isu.org/docman-documents-links/ ... -2022/file).

Mr. Tron Espeli from Norway became the first Vice President Speed Skating while Mr. Benoit Lavoie from Canada was elected Vice President Figure Skating with a total of 55 votes. For each of these Branches, a team of five Council Members was also newly elected or re-elected, as detailed in the list of results here.

In addition, and for the first time in the history of the ISU, a Representative of the Athletes Commission joins the ISU Council. Mr. Eric Radford (CAN), Chair of the Athletes Commission, obtained 74 votes and therefore fills this new position on the Council.

Finally, the ISU Congress ended this election process by voting on the Chair and Members of the Disciplinary Commission as well as for the Technical Committees across all ice skating disciplines. The detailed results are listed here.

Earlier in the day, the ISU Congress started with the Proposals regarding the General Regulations that were sent to the Branch Sessions for discussion but had to be voted by the full Congress session. The Delegates voted in favor of Proposals 16, 31, 36, 38. Proposals 17 and 18 were discussed during the Speed Skating Branch Session and presented to the full Congress. Both Proposals were accepted.

Canadian Benoît Lavoie elected as ISU Vice President – Figure Skating

OTTAWA, ON: Canadian Benoît Lavoie has been elected as Vice President – Figure Skating of the International Skating Union (ISU). Since 2016, Lavoie has served as an ISU Council member. The elections took place at the ISU Congress in Phuket, Thailand.

“Skate Canada is extremely proud of the contributions Benoît has given to the sport and wish him success in his new role as ISU Vice President – Figure Skating,” said Karen Butcher, President, Skate Canada. “Over his career he has been an advocate for excellence, teamwork, diversity, and fair play in sport. The ISU and Member Federations have chosen a passionate individual in a key leadership role and we look forward to working with Benoît during his term to advance the sport.”

Native of Baie St-Paul, Que., Lavoie is a former President of Skate Canada. He was first elected to the Skate Canada Board in 1995 and served as President from 2006-2013 and as Vice President from 2001-2006. Lavoie is a long-time skating volunteer with over 40 years of experience and has dedicated numerous hours to the improvement of skating in Canada and around the world including playing a major part in the ISU judging system.

In addition, fellow Canadian Eric Radford has been selected as Chair of the Athletes Commission and elected to the ISU Council as the Athletes Commission Representative. Skate Canada would also like to congratulate Jae-Youl Kim, the new ISU President and Tron Espeli, who continues as ISU Vice President – Speed Skating.
